Adds Redline Monitor to the OpenAction plugin catalogue.

What it provides:

Thank you. You should use the plugin's bundle ID instead of redline-monitor as the key, and the description field should match the sidebar description of your GitHub repository

Fixed, thanks. I changed the key to the plugin bundle ID and renamed the icon file to match it.

Unfortunately some things are not correct. For example, the download_url field is only to be used for plugins without GitHub Releases, and the description field contains different text to the description of your repository on GitHub.

I have just added guidance to the README of this repo on submitting plugins which should help you do this correctly!

Fixed, thanks. I removed download_url, updated the description to match the GitHub repository description, and moved the entry into the native OpenAction section in the correct order. Also, thanks for updating the README with the submission guidance.
